  2. Identify the nearest structure or ground that sits clearly above the forecast inundation.
  3. Leave low-lying coastal ground on the surge advisory, not on the wind signal.
  4. Assume the surge arrives before the storm centre and close your departure window early.
  5. Confirm the evacuation centre is itself outside the surge zone before relying on it.
