  1. Confirm the building sits outside the hazard zone it is intended to shelter from.
  2. Count usable exits and check that each is unobstructed and can be opened from inside.
  3. Calculate realistic capacity from floor area, water supply, and latrine count, not from optimism.
  4. Check for the structural vulnerabilities that would matter for the hazard in question.
  5. Publish the assessment, including what disqualified any rejected building, so it can be challenged.
