Assessing a Building as an Emergency Shelter
What makes a structure suitable for sheltering people — location relative to hazard, structural condition, capacity, water, sanitation, and exits — and what disqualifies one regardless of its size.

- Check for the structural vulnerabilities that would matter for the hazard in question.
- Publish the assessment, including what disqualified any rejected building, so it can be challenged.
